However, those REST calls are not publicized as we reserve the right to change them each release. So, you can use them and be assured that they will do the right thing, but you'd want to verify that you are still calling them correctly after each upgrade.
A second approach would be to use ModScript. ModScript is available in the URL context, so you could invoke it as you would invoke any other URL. I would not suggest Creating users with it, as you'd have to know for sure all the changes required in the DB to various tables in order to properly create a user. However, I'd think that you could disable/delete a user with it, and do certain updates that were straight forward (change a user's name, for instance).
