Widgets can't (in 10.1.5.1) be logically grouped by selecting a one, two or three column format for any row.  Therefore, for instance, if one logical group contains 4 widgets, a new group can't begin on the next row.

    Additionally, once widgets are removed from the 2nd row, all the succeeding rows only allow widgets to be positioned in the first column.

    I'm able to move widgets away from columns 2 and 3 in the second row, but then I'm unable to place widgets in the 2nd (and therefore the third) column in the third and succeeding rows.
